Summary


The position performs a wide range of Human Resources activities for the Charlotte Area Transit System (CATS) Department which includes a diverse, non-union workforce of over 450 employees occupying over 100 job classifications (e.g., laborers, skilled trades, paraprofessional, and professional occupations). Strong benefits, workers compensation and leave Administration of (FMLA, Non-FMLA, Personal Leave of Absence, Military Leave) experience, attention to detail, organizational skills with the ability to effectively plan, prioritize, and critically think is essential to be successful. Works in partnership with Human Resources professionals providing support to the CATS Department employees with the ability to pivot and/or flex to manage various functions of human resource needs including but not limited to payroll, full-cycle recruitment, reporting, and employee relations. Work is performed with latitude for discretion, independent judgment, and action under minimal supervision; initiative is expected.



Major Duties and Responsibilities


The FMLA/Leave Specialist will oversee and administer leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and short-term or long-term disability plans.



Manage the CATS HR Departments’ benefits and leave administration process including but not limited to FMLA, LOA, and Military leave.



Serve as liaison with the department’s third-party leave administrator (UNUM).



Communicate with employees regarding their needs for leave and/or modified work schedules



Maintains reasonable communication with employees on leave to facilitate a smooth and timely return to work; relays communication between employees and their managers during leave within reason.



Advises managers and employees on the interaction of leave laws with paid time off, workers' compensation, and short and long-term disability benefits.



Oversees the return to work process for employees returning from extended FMLA, workers compensation, and other leave(s).



Facilitates other leave requests, which may include accommodation requests under the ADA.\



Provide accurate records and details of hours for employees on leave to HR Payroll Specialist for appropriate coding and payroll processing.



Receive and respond to requests regarding leaves of absence (FMLA, personal, Military, etc.).



Manage annual FMLA re-certification process.



Ensure ADA Accommodation Requests are received, acted upon, and monitored on a regular and consistent basis.



Conduct FMLA/ADA Training as needed.



Maintains knowledge of applicable leave and accommodation laws including FMLA, ADA, and state and local laws.



Preserves confidentiality of employee medical documentation and files.



Manage and administer the CATS HR Department’s Workers Compensation processes.



Maintain notes and records for Worker’s Compensation injuries that require restricted duty and absences from work.



Identify restricted duty assignments and ensure all parties know their responsibilities.



Serve as liaison between Risk Management and employee as needed.



Manage and administer the CATS HR Departments Benefits activities and processes.



Act as the main point of contact for benefits inquiries.



Serve as Departments Wellness Program Ambassador.



Act as the lead for annual benefits enrollment activities.



Ability to perform Generalist Human Resource related items including but not limited to Full-cycle Recruitment, Payroll, Reporting and Employee Relations to serve as the backup and/or an additional resource to CATS HR Team as volume requires.



Complete special projects as assigned.



Build collaborative and effective working relationships with staff across the divisions of the department.




Knowledge, Skills & Abilities


  • Considerable knowledge of US Department of Labor Laws to include FMLA, employee leave entitlements and pay practices.

  • Considerable knowledge of employment laws and policies.

  • Considerable knowledge of the principles and practices of personnel administration.

  • Excellent organizational, interpersonal and written/oral communication skills.

  • Knowledge of and skill using various software tools, such as Word, Excel, PowerPoint and Outlook.

  • Ability to identify and effectively respond to issues, concerns and needs.

  • Ability to adhere to procedures and maintain strict confidentiality.

  • Ability to prepare and present clear and concise reports, correspondence and other written materials.

  • Ability to analyze statistical and historical data, apply and use results for process changes, report writing and presentations.

  • Ability to actively pursue and develop new ideas, methods and procedures to meet changing situations.

  • Ability to exercise judgment and discretion in establishing, applying and interpreting departmental policies and procedures

  • Ability to identify and analyze problems and identify possible solutions in support of established goals.

  • Ability to analyze complex problems and prepare recommendations and working procedures.

  • Ability to develop and maintain effective working relationships with co-workers, other City departments and the public, representing CATS in a positive manner.

  • Ability to learn PeopleSoft and other software required to perform duties.

Physical Requirement:


This position is primarily sedentary in nature and requires long periods of sitting and using a computer. May occasionally require lifting of up to 20 lbs. and carrying items for short distances.


General Information:


  • Primarily works business hours, Monday through Friday. Subject to calls and work during irregular hours.

  • Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit.

  • Ability to pass a background check in advance of start date required. Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Preferred Qualification


  • Bachelor's Degree in Human Resource Management

  • PHR Certification or SHRM-CP

  • Major coursework in Human Resources Management, Business or Public Administration, Psychology or a related field of study


Minimum Qualifications


  • Requires a Bachelor’s Degree with a minimum of 3 years of human resources, generalist experience.

  • Experience must include experience handling leave administration.




Conditions of Employment


The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
