  • This position serves as the Chief Information Officer (CIO) for the Kansas Department of Labor (KDOL), an Executive Branch Agency.
  • The KDOL CIO is an employee of OITS but is physically located in the KDOL IT operations center and serves as a member of the KDOL leadership team.
  • This position works closely with KDOL leadership and key agency stakeholders, building strong relationships while driving innovation, Information Technology (IT) strategy, and improving the business value of IT. This position will provide technology vision and strategies for developing and implementing IT initiatives within the agency in support of the immediate and long-term objectives, mission, and vision of KDOL.
  • This position directs a team of staff who operate the agency s IT resources and support all agency users.
  • The CIO provides oversight and analysis of all IT functions, plans, conducts, and documents risk assessment activities to define IT risks faced by the organization, and develops, maintains, and publicizes a plan for managing IT positions and personnel.
  • This position is responsible for the development, issuance and maintenance of IT policies, and guidance throughout the agency, as well as the enforcement of compliance with such policies and guidance.
  • KDOL is currently undergoing a large-scale modernization effort impacting all areas of the agency.
  • The CIO is responsible to coordinate, organize, and report on this effort.
  • Effective project management for this effort will require the ability to negotiate with internal and external sources, analyze key performance indicators, listen proactively, present creative solutions, react to challenges, and encourage team members for success.
  • This position serves as the consultant and planner to develop strategic plans for technological integration and intersystem coordination with vendors and/or contracting agencies and is responsible for the overall planning, development, and organization of all phases of work necessary for completion of IT projects within program guidelines.
  • This position is responsible for making decisions regarding the IT resources that meet the needs of the agency at an appropriate level while keeping within budget requirements.
  • The CIO also offers information, documentation and recommendations regarding IT risk to the agency as required.
  • Analytical thought is important at this level due to increased data, changing technical and best practices in the industry, and changing situations.
  • This position must have the vision to recognize, identify and respond to changing requirements for IT resources.
  • As increasing numbers of employees utilize technology to preform business applications, this position must develop security policies that protect the agency s infrastructure and data, while ensuring the privacy of employees , citizens, and offender personal information.
  • The KDOL CIO position represents KDOL in interactions with OITS, the State s Chief Information Technology Officer (CITO), and other senior OITS managers.
  • Must possess a broad IT infrastructure and application architecture knowledge.
  • Highly collaborative orientation, with outstanding diplomacy, analytical and organizational skills.
  • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively communicate with and work collaboratively with both OITS and KDOL leadership.
  • Must possess critical thinking skills, using logic and reasoning to identify strengths and weaknesses and have the ability to seek alternative solutions, conclusions and approaches to problems.
  • Must be able to communicate technical topics to a non-technical audience and vice-versa, through presentations, reports, facilitations, etc.
  • Ability to weigh issues in an unbiased manner, taking into account both the strategic and tactical requirements of both OITS and KDOL.
  • Demonstrated ability to adapt new and emerging technologies to solve real-world business problems
  • Experience managing complex technology projects from inception to completion
  • Must be able to confront issues openly and quickly, yet tactfully.
  • Must be energetic, flexible, collaborative, proactive, creative, highly organized and have a positive attitude.
  • Experience in project management and IT security systems.
  • Bachelor s degree in IT or Business Administration.
  • Nine (9) years of progressive experience in professional or governmental IT operations, including five (5) years responsible supervisory and organizational leadership experience.
  • Proficiency in Microsoft Office suite programs.
  • Ability to obtain and retain an OITS Security Clearance is a requirement of employment and continued employment.
  • A successful track record of increasingly responsible and complex information IT experience is essential.
  • A professional management background including experience planning and managing strategic and operational projects is also desired.
  • Exceptional communication skills, both verbal and written.
  • Ability to work successfully in a team environment and productively interact with all levels of customers and users.
