Description of primary duties and responsibilities: | Primary Purpose of the Organizational Unit: The University Purchasing Department is a service unit within the Division of Business and Finance reporting to the Office of the Associate Vice Chancellor for Finance. The Purchasing Department administers the procurement function for the University. The unit is staffed by a team of professional, experienced, and dedicated employees. Primary Purpose of the Position: The primary purpose of this position is to provide leadership in locating and maintaining the best sources of supply for the goods, materials, equipment, and services needed by the University Divisions and Departments to conduct their business. The Purchasing Manager is responsible for considering all aspects of relationships with suppliers, including price, quality, value, and the ability to respond quickly to changing supply requirements, and for delivering purchasing services to the campus community in a customer-focused manner. |
Description of Work Continued: | 30% - Administration: Responsible for implementing best-in-class strategic supplier relationships and agreements that leverage annual purchase volume and rationalize the approved supplier base to an optimum level. In addition, this position supports the Associate Vice Chancellor of Administration in policy and procedure matters, systems integrity, overall management, and strategic direction. Conduct all efforts for the department in a fair and ethical manner while following all state and federal guidelines and regulations. Work involves development and execution of difficult and/or complex procurement contracts. Work is accomplished within the limitations of authority specified by statute and by the North Carolina Division of Purchase and Contract policy and procedure to provide the development of financially sound procurement programs and services. 20% - Management Oversight: Oversees day-to-day University procurement activities for equipment, supplies, and services; administers oversight and management in guidance and interpretation of state laws and guidelines that govern procurements; and is responsible for development of procure-to-pay strategies, including procurement card applications and e-invoicing, implementation of efficient and effective procure-to-pay methods, and deployment of supporting e-procurement systems, both legacy and future enterprise-wide applications. 20% - Supervising: Directly supervise a staff of Purchasing Specialists and P-Card Administrator and manage staff development and annual performance evaluations, as well as provide positive feedback, discipline, and coaching to ensure all activities are performed in accordance with financial, procurement, and disbursement policies and internal business procedures. Must have proven effective supervisory skills. Additionally, this employee must stay current and abreast of any changes to laws and regulations. 15% - Compliance: Responsible for ensuring high levels of satisfaction among university customers while ensuring compliance with applicable financial policies and procedures and the highest integrity in all contracting and purchasing. Provide technical assistance to Campus Users in the development of bid specifications, as well as provide contractual counsel during pre-bid meetings with contractors. 15% HUB Support: Participate in and presents various seminars that detail procedures on how to do business with the University, including seminars for Historically Under-Utilized and Disadvantaged Businesses (HUB). All other duties as assigned. |
Minimum Education And Experience Requirements: | Bachelor's degree in Business Administration, Supply Chain Management, or a related discipline. All degrees must be received from appropriately accredited institutions. |
