POSITION SUMMARY:

The Human Resources Business Partner (HRBP) supports the business as a strategic partner with primary focus being: performance management, workforce planning, reductions in force, corrective action and discipline, employee relations, policy interpretation, unemployment claim responses, leave and accommodation assistance and off boarding. Additional duties include partnering with staffing on internal transfers, attending divisional and agency-wide meeting, delivering training, committee assignments and special projects. The HRBP ensures policies, procedures and processes are administered fairly, consistently and in compliance with applicable laws, regulations, and Pacific Clinics' policies. Consultative coaching and counseling and providing human resource business solutions to managers and leadership round out this position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops an expertise around the agency and aligned client group to provide strategic partnership to leadership from a human resources perspective, including knowledge of and adherence to pertinent laws, policies, practices, procedures with the goal of continuity and consistency.
  • Provide prompt employee relations support relative to policy interpretation, complaints, employee/employment concerns including harassment, discrimination, retaliation, and the like.
  • Partner with managers and supervisors in the performance appraisal process. Coach and counsel managers with employee discipline and corrective action issues including documented conversation, written warnings, and performance improvement plans.
  • Collaborate with employees, managers, and the benefits team with leave of absences, medical accommodation, and interactive process situations.
  • Offboard terminating employees including notifying stakeholders to ensure timely and correct final pay, termination documents, collecting company property, shutting off access to agency applications and software, and terminating the employee in the HRIS system.
  • Respond to unemployment claims with timeliness and accuracy. Partner with third party vendor in providing additional information when necessary and participate in hearings when required.
  • Lead and/or participate in agency-wide human resources special projects and initiatives.
  • Support human resources and departmental management in the reduction in force (RIF) and layoff process.
  • Attend and participate in agency-wide, divisional, and departmental meetings. Serve on agency-wide committees as requested.
  • Conduct training, as required.
  • Work collaboratively with team members, stakeholders, and employees encompassing effective written, verbal and culturally competent communication as well as critical thinking and problem-solving skills and abilities.

  • Assumes personal responsibility for ongoing professional development with a willingness to share knowledge with others.
  • Other duties as assigned.


EDUCATION and/or EXPERIENCE:

  • Bachelor of Arts/Bachelor of Science Degree from a four (4) year accredited college or university.
  • Three to five years of experience in a human resources capacity as a generalist, in benefits, talent acquisition, compensation or training.
  • Working knowledge of employment and labor laws including, but not limited to, Fair Employment and Housing Act, applicable Wage Orders, California Family Rights Act (CFRA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), as amended, Workers' Compensation leaves laws, COVID-19 regulations.
  • Excellent interpersonal, written, and verbal communication skills.
  • Excellent computer skills and demonstrated ability to work in Windows environment including Word, Excel, Outlook, Teams, Zoom and HRIS experience.
  • Detail-oriented to work in fast-paced, team-focused, high-volume environment handling multiple priorities.
  • Some travel within California may be required.
  • Must possess a valid California driver's license and maintain an insurable driving record under the Clinics' liability policy; must drive own vehicle on Clinics' business as needed.


PHYSICAL DEMANDS:

While performing the duties of this job the employee is frequently required to stand or sit. The employee is required to use hands to produce records and/or documentation in manual or electronic format. The employee must regularly lift and/or move up to 5 pounds and occasionally move or lift up to 10 pounds.

We comply with Assembly Bill AB1933, candidates are required to show proof of full vaccination (including Booster) to begin work. Candidates who are partially vaccinated, cannot begin work until they are fully vaccinated and waited fourteen days post second vaccine.
