All questions will be verified and must be documented on your application for it to be considered valid. ** YOUR SPECIFIC RESPONSIBILITIES: This is a professional position in the office of Performance and Quality Improvement (OPQI). Activities that the incumbent is responsible for include, but are not limited to: Quality Improvement – Provide leadership and technical assistance in developing, implementing, and tracking the Quality Improvement Plan, including educating managers and supervisors regarding the cross-functional impact and benefit of QI projects. Utilize the Plan, Do, Check, Act (PDCA) method of continuous quality improvement and assisting leadership in identifying improvement resources and training to maximize efficiency and effectiveness across the department. Assess the utilization of QI teams and employee involvement in QI processes, conduct QI visits, and develop corrective action plans to address needed improvements. Conduct training and work with various departments to ensure continuous quality improvement projects remain on target within established time frames. Maintain regular communication with partners, maintain the dashboard, and report to Tallahassee regularly. Benchmarking/Brainstorming/Storyboarding – Develop and implement processes for benchmarking best practices that result in DOH-Wide improvements in quality and performance. Research and utilize both government and private agency best practices. Develop, deploy, and follow-through with implementation of brainstorming and storyboarding to enhance quality improvement efforts throughout the DOH-Orange. Special Projects/Annual Report – Engage in special projects and assignments targeted achieving key performance and quality improvement goals. Assist program managers to develop goals, objectives, timelines, SWOT analyses, and other techniques to achieve organizational performance excellence. Assists in publishing the annual report based on inputs from program managers and statistics collected throughout the year. Scope of Work – OPQI approaches work as a team.It is unacceptable for individuals on the team to be focused solely on the plan they are responsible for. As such, all OPQI staff are expected to be knowledgeable of all the plans and to pitch in to assist when needed. Each member of the OPQI team has a primary and secondary plan that they are responsible for if necessary. This position is primarily responsible for the Quality Improvement Plan and serves as the back-up for the Strategic Plan. Your tertiary plan is the Community Health Improvement Plan Self-Development – Attend training and professional development activities to enhance your skills and share with team members. KNOWLEDGE, SKILLS AND ABILITIES: Ability to develop, implement, and track improvements using the Quality Improvement Plan, provide education to managers and supervisors regarding cross-functional impacts and benefits of QI projects. Use the Plan-Do-Study-Act (PDSA) method to assist individual sections and offices to improve their processes. Train supervisors and staff in the proper use and implementation of the ODCA process. Instill a continuous process improvement mindset across the DOH-Orange and measure the results of projects implemented to ensure forward progress is being made. Develop and implement processes for benchmarking best practices against both government and private agencies. Apply those practices across the whole of the DOH-Orange. Engage in special projects targeted at achieving key performance and quality improvement goals. Maintain currency by attending training and professional development activities. Serve as the primary back up for Strategic Planning and the tertiary back up for Community Health Improvement. Minimum Qualifications: Three years of verifiable experience in Quality and Performance Improvement to perform this job. Delivered quality or process improvement presentations to groups of 50 or more people. Experience in data analysis and assessment skills related to performance and quality improvement processes. Experience in analyzing population health data and turning that data into actionable plans to improve overall and/or targeted health outcomes. Verifiable experience in developing and providing training to employees and tracking completion to ensure all staff have been trained.
