Overview

The Program Development Office within the Energy and Environment Directorate (EED) at Pacific Northwest National Laboratory (PNNL) is seeking a Transportation & Industry Program Manager, reporting directly to the Energy Efficiency & Renewable Energy (EERE) Director. This position is responsible for leading development and execution of PNNL's transportation and industry decarbonization RD&D strategy. Duties include interacting with senior managers at the U.S. Department of Energy's EERE Transportation/Industry programs, other federal agencies, non-governmental stakeholders, and commercial companies. Duties also include stewarding a diverse research portfolio and the technologies derived from this portfolio.

PNNL plays critical roles in support of the DOE mission to decarbonize all modes of transportation and several carbon-intensive industries. The PNNL Transportation and Industry research portfolio currently includes world-leading battery research, advanced materials for vehicle lightweighting, unique catalytic chemistry for development of renewable and reduced-carbon-intensity fuels, innovative technologies for hydrogen production/storage/use, worldclass hydrogen safety, first of a kind sustainable metals manufacturing processes, and advanced processes for refining and chemical production. The portfolio also draws upon PNNL's extensive understanding of electricity grid planning and operation to help government and industry understand how electrification of transportation and key industries must be balanced by changes in the electrical grid. The Transportation and Industry research portfolio totals more than $85 million in annual activity and represents a significant source of intellectual property creation for DOE and the nation.

Responsibilities

Responsibilities include
  • Facilitate development of a transportation decarbonization strategy that aligns PNNL capabilities with national needs and the national transportation decarbonization agenda.

  • Work with PNNL program managers to develop business plans compatible with this strategy to ensure that PNNL is aligned with DOE mission priorities, prepares PNNL to secure new program opportunities, and that ultimately delivers national impact.

  • In partnership with the EED ALD and other senior EED management, engage top levels of management within the DOE, other federal agencies, and key commercial partners to communicate the unique PNNL value proposition for transportation decarbonization.

  • Facilitate development of an Industry decarbonization strategy that leverages the leading elements of the PNNL Transportation portfolio, translating these innovations into new manufacturing platforms or into new technologies that significantly reduce emissions from processing metals and producing chemicals.

  • Build and sustain collaborative relationships with other national laboratories, other federal agencies, leading non-governmental organizations, and strategic commercial companies or consortia.

  • Communicate business opportunities and sponsor expectations broadly to staff and internal colleagues.

  • Coordinate and integrate with other sector and directorate activities and priorities, particularly EED's Electricity Infrastructure business sector.

The Sector Manager leads a team of staff engaged with transportation and industrial process research to develop and execute strategic research and development priorities. He/she draws upon existing technical capabilities and supports the development of new capabilities that support sponsor priorities, including participating in stewarding PNNL's unique research capabilities, as represented by scientific staff, research infrastructure, and facilities. The Sector Manager regularly interfaces with high-level current and potential research sponsors and collaborators, government officials, and industry leaders to develop strategic relationships and partnerships. He/she works to identify, evaluate, and decide whether/how to respond to funding opportunities; decides whether to accept major project risks; commits to creating growth; and will work with PNNL program managers and other staff to ensure that all sponsor expectations are met. This position requires travel to meet sponsors, participate in conferences, and engage stakeholders.

Qualifications

Minimum Qualifications
  • BS/BA and 13 years of relevant experience -OR-

  • MS/MA or higher and 11 years of relevant experience

Preferred Qualifications
  • Ph.D. in relevant field with 10+ years of applicable experience.

  • Excellent skills and proven experience in interacting successfully with customers/sponsors, building highly functioning teams, managing projects, and supervising staff.

  • Solid understanding of project management principles with a track record of successful execution.

  • Demonstrated leadership skills, including exceptional interpersonal communications, problem solving, and human relations skills to ensure positive collaboration with sponsors, external partners, PNNL managers, and PNNL staff.

  • A robust technical background (education and experience) in transportation and/or industrial processes.

  • Proven ability to build and sustain organizational relationships and to recognize strategic opportunities for success.

  • Experience interacting with senior-level DOE/Government and industry leaders.

  • Technical background in vehicles, transportation systems, renewable fuels, metals processing, hydrogen systems.
