Credence Management Solutions is seeking a Regional Advisor, OCS.


Introduction


The Bureau for Global Health (GH) is known for its technical expertise and for its ability to support country programs in strategic planning, program development and talent management. Within GH, the Office of Country Support (OCS) supports the vision, implementation and analysis of the Agency initiatives and priorities, including Preventing Child and Maternal Deaths, Controlling the AIDS Epidemic and Protecting Communities from Infectious Diseases, among others.


This position is in the Office of Country Support (OCS) in the Bureau for Global Health (GH). OCS serves as the bridge between GH and USAID-supported countries and regions, ensuring quality assistance is provided to USAID health programs in the field. With changing initiatives and priorities, OCS facilitates communication between missions and GH to manage Agency and field challenges. As a critical nexus, OCS interfaces with missions, GH technical offices, regional bureaus, and other pillar bureaus to ensure coordinated strategic and programmatic assistance to countries. OCS leads the GH Country Team System, drawing on GH staff expertise across offices, fostering country support from a whole of health program perspective.


Within the Office of Country Support, the Regional Advisor takes the lead in providing strategic assistance to countries across the regions supported by USAID including Africa, Asia, Latin America, and the Caribbean (LAC), the Middle East and Eastern Europe. The incumbent serves as the designated Country Team Lead or Alternate lead for multiple GH Country Teams, and as the OCS Point of Contact for several additional GH Country Teams. The Advisor works across USAID/W with GH technical and program staff, regional bureau health teams, desk officers and with other bureaus (e.g., Program, Policy, and Learning; Humanitarian Assistance, among others) to ensure high impact support for country programs.


The Regional Advisor will focus on (1) providing high quality country support and country team leadership for selected countries; (2) staying abreast of key health and other relevant global trends and building strong relationships with regional bureau counterparts; (3) identifying and monitoring cross-cutting program practices and processes and identifying opportunities for cross-country learning; and (4) providing guidance on critical efforts for OCS and the GH Bureau with emphasis on fostering country engagement and input in strategic, programmatic and policy efforts. Under the Regional Advisor s leadership, the assigned USAID Country Teams will provide strategic technical, analytical and programmatic expertise and ensure robust country-led, integrated health programs, identifying learning opportunities and ensuring the learning is captured and disseminated through a variety of channels.


The Advisor will provide assistance through TDYs to missions needing program cycle assistance, coverage and/or other needs. This position has potential for professional development and training.


Field Focused Strategic, Programmatic and Technical Expertise - 75 %


The incumbent is responsible for and leads OCS engagement focused on strengthening Population, Health, and Nutrition (PHN) technical, programmatic, and strategic support countries in USAID Regions of Africa, Asia, LAC, the Middle East and/or Eastern Europe. Works in close collaboration with the Regional Bureaus and GH Country Teams to ensure Mission PHN needs are systematically determined, prioritized, and met. Develops, monitors, and evaluates various plans and commitments to meet mission needs. Identifies strategies for improved support to missions and provides direct technical and program management assistance to the missions.


In GH, the incumbent serves as an advisor to advance GH priorities; engages and contributes to policy and programming guidance for strategic planning and advises field missions and Country Teams in the application of GH priorities and strategies. In collaboration with OCS Regional Leads and staff, the incumbent supports and implements approaches to increase the impact of USAID-supported interventions. Manages the day-to-day GH effort to support field missions including through Country Teams. Works in close collaboration with the Regional Bureaus health teams to analyze, monitor and report on health trends in the region. Represents USAID s Mission program interests to senior-level officials in GH and USAID/Washington as applicable. Drafts briefers and talking points for GH Bureau leadership and participates in briefings as required.


Specifically, the Advisor


  • Provides institutional memory and in-depth knowledge of USAID and USG country health program, USAID mission portfolio and relevant country and sub regional context.
  • Acts as the first point of contact/primary country backstop in Washington, takes the lead on required briefers, taskers directly related to the country's programming, and leads/participates in briefings.
  • Assures regular communication between the Mission and the Country Team, informing and engaging Missions on key policy and other guidance and their implications for country health programs.
  • Maintain broad knowledge of the health portfolio for all Missions and the Regional Mission(s) within the sub region.
  • Maintains broad knowledge of the overall Mission portfolio as potential connections to the health portfolio and provides technical assistance and support.
  • Stays abreast of key health and other policy developments and donor funding trends, both within countries and with regional bodies that may influence host country policy, and share / disseminate information, as relevant.
  • Supports the analysis of data on Agency priorities, and shares/disseminates results and facilitates lessons learned across Missions.
  • Elevates critical issues to OCS Regional Lead for OCS and/or GH Front Office attention and follow-up.


GH and OCS Engagement and Innovation - 25%


The incumbent will engage in OCS activities that make the office a dynamic, innovative, and continually evolving office to better support the field, offering insights, innovations, strategic thinking and implementation assistance to strengthen GH and OCS objectives and key results.


  • Master s and 6 years, Bachelor s and 8 years, Associate s and 10 years, or High School and 12 years of professional experience
  • Experience in global health, implementing or supporting complex programming with USAID, other U.S. Government agencies, non-governmental organizations, faith-based organizations, philanthropic organizations, the private sector and/or partner governments preferred.
  • Minimum of 2 years of substantive overseas experience, preferably in global health or closely in Africa, LAC, Asia, Middle East or Eastern Europe preferred.
  • Ability to travel 20-40% of the year.
  • Knowledge of the theories and principles of global health and international development.
  • Demonstrated knowledge and understanding of how to achieve public health development results in developing countries, including fragile states.
  • Broad knowledge of Family Planning/Reproductive Health (FP/RH), Maternal and Child Health and Nutrition (MCHN), Water, Sanitation and Hygiene (WASH), HIV/AIDS, infectious diseases, including malaria, tuberculosis or Neglected Tropical Diseases (NTD), Health Systems Strengthening (HSS), Global Health Security (GHS), and/or other key health issues within one of the regional context preferred.
  • Proven ability to establish and maintain effective working relationships at all levels particularly across U.S. Government agencies.
  • Skills in oral and written communication to prepare and present analyses, provide guidance, solicit information, defend proposals and negotiate agreements.
  • Language proficiency in French, Spanish or Portuguese is preferred.
  • U.S. citizenship and ability to obtain and maintain Secret level clearance is required.
