Job Description
The Advanced Hypersonics Weapons Directorate within Raytheon Missiles and Defense’ (RMD) Advanced Technologies (AT) Mission Area is seeking a Program Manager (PM) for the MAD-FIRES program. MAD-FIRES is a DARPA program focused on development and test of a prototype design of a gun hardened projectile, to defeat a raid of fast, maneuvering anti-ship cruise missiles. The system consists of a gun, a smart bullet, an illuminator and a mission computer. The technologies critical to performance of the projectile include a gun hardened airframe, and a novel Ka-band seeker. The current DARPA program is focused on demonstration of these technologies and through a series of ground testing in the laboratory and at government test ranges. The program is also developing modeling and simulation capabilities for the MAD-FIRES system. The MAD-FIRES Program Manager has responsibility for executing the development and test activities under the DARPA contract, driving technology development as well as cost and schedule management to meet critical milestones. The PM also will interact with the DARPA program office to define critical program milestone and position the capability for future transition to an EMD effort within one of the services. This position will report to the Program Director responsible for the Demonstration Program Capability Area within the Hypersonics Directorate.
The MAD-FIRES Program Manager is responsible for leading a focused engineering team to define and execute the requirements definition, design analysis, and test of the MAD-FIRES System. The PM will utilize program management tools and metrics as appropriate for a prototyping effort to assign budgets, track performance against schedule and cost accruals, and communicate with AT leadership and DARPA program office as the effort proceeds. As necessary, the PM will work with DARPA PM to identify required update t the program plan as the technology is developed and key technical learnings are encountered. The PM will also collaborate with the DARPA PM on developing programmatic and technical planning to support dialog with representatives from the military services for potential application of the MAD-FIRES capability.
This position requires technical acumen and ability to lead a team that is developing new technology, capable to operate with a program environment that includes potentially shifting requirements and technical discovery as the design is tested as modeled. The PM is responsible for application of program management tools to monitor team performance, including schedule and cost, in a way that enables constitutes technology development and also informs the DARPA program office on to enable government budget planning and communication. The PM will lead an RMD team consisting or primarily engineering design and test personnel, and also includes multi-functional personnel to include supply chain, finance analyst, planning and contract manager. Strong proficiency in communications with AT leadership, the customer community, and with the program team is required. The PM will also lead a supply base that includes international suppliers and must be knowledgeable of EXIM requirements.
This position will require occasional travel, both domestically and internationally. It is considered a hybrid position, with work hours split between remote and onsite activities.
This position requires a current US security clearance. Non-US citizens may not be eligible to obtain a security clearance.

Qualifications you must have:

  • Minimum of 12 years’ professional experience, including program management and leadership experience.

  • Technical radar or effector background, with experience developing new technologies, including requirements definition, design and verification.

  • Experience managing risk, cost, quality, and schedule performance

  • Experience with ITAR, licensing, and compliance requirements

  • Experience working with major subcontractors on development and engineering work

  • Leadership experience to include experience developing or mentoring others

  • Existing DoD Secret Clearance

  • Bachelor’s degree (concentration in Engineering, Science, Mathematics, or related field),

  • Experience communicating complex technical knowledge to the technical community outside of Raytheon Missiles & Defense to include customers and suppliers

  • Exposure to strategic planning and ability to analyze and evaluate missions, requirements, technologies and capabilities

  • Raytheon Technologies’ Program Management Certification Level 3 or Level 4 (or external equivalency), with ability to obtain higher Missile Systems program management certification as required

  • Demonstrated understanding of engineering design, discipline, processes, and development execution

  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering, and supply chain

  • Proficiency in developing and presenting Technology Roadmaps, Program EACs, and program planning to senior management, and responsibility for executing approved plans

  • Ability to manage, track and report metrics and progress through EAC reviews and finance reviews or equivalent process review

  • Ability to mentor early career team members

  • Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results

  • EVMS Certified

  • DoD Top Secret Clearance

  • Master’s degree (concentration in Engineering, Science, Mathematics, or related field)
