Stanley Consultants Inc. (SCI) is seeking qualified candidates for a Program Controls Manager position. The individual would be responsible for providing program and project controls expertise to improve the Company s delivery of existing program contracts and assist in corporate enterprise-wide program and project controls initiatives.


The Program Controls Manager may have oversight of numerous program and engineering projects and will support project managers by implementing project controls solutions to identified projects and programs. He / She may be responsible for managing a staff of professionals and technicians for successful completion of project controls activities. The position will be responsible for program and project controls activities and will support project delivery efforts by coordinating with project management team members and technical specialists.


Furthermore, the individual will be required to participate in analyzing Client program and project controls needs and assist delivery teams in developing the combination of systems and processes to enable the team to manage a portfolio of projects with visibility into schedule and budget KPIs and trends.


The Primary Responsibilities For This Role Will Include


Corporate


  • Assisting the Enterprise with the refinement of internal project management and project controls processes and procedures


Program Delivery


  • Developing and implementing project controls standards and procedures, monitor compliance and initiate corrective measures as necessary.
  • Ensuring that all planning and scheduling activities such as schedule development, project reporting and problem analysis activities comply with Company and client requirements.
  • Providing consultation to the Company, client and subcontractors in planning, delivery and scheduling activities.
  • Communicating areas of concern to Project Leadership Team(s).
  • Providing QA/QC of cost and scheduling processes and resource utilization trends.
  • Developing and implementing project controls solutions for key accounts as assigned.
  • Assisting the project teams with project assignments and associated client deliverables.
  • Representing project controls tasks in meetings with client, subcontractors and others, as required.


Marketing


  • Supporting program and project marketing efforts by coordinating with team members and assisting with proposal / bid package preparation efforts.


The Successful Candidate Should


  • Demonstrate strong written and verbal communication and negotiating skills.
  • Work in a manner to ensure personal safety and that of fellow employees by following company health and safety guidelines and policies.
  • Consistently adhere to and enforce internal Company processes and policies such as business and contracting rules.


It is expected the successful candidate will have the following qualifications:


  • BA/BS in Engineering/Environmental/Construction Management required
  • 10-15 years program management experience of infrastructure/energy/federal projects required
  • Project Management Professional (PMP) certification highly desired
  • Demonstrated experience in development of Work Breakdown Structure (WBS), scheduling and schedule analysis, cost estimating and cost control, budget development, reporting and record/document control
  • Direct experience in developing and updating cost and resource loaded schedules using Microsoft Project, Primavera P6 and other database programs, web-based tools and spreadsheets
  • 5 years or more experience in project management systems and software including Primavera, e-Builder and Contract Manager with integrating project management systems with ERP systems including Oracle and JD Edwards
  • 5 years or more experience in complex project scheduling, budgeting and risk management for portfolios of projects over multi-year timeframes
  • 5 years or more experience in data reporting and interpretation, using KPIs, Dashboards and Exception Reporting methodologies
  • Expert knowledge of scheduling practices and cost engineering concepts
  • Value of individual programs previously managed should be $1.5B or more
  • Experience in on multi-sector programs (e.g. federal, energy, water, wastewater, transportation) is desirable
  • Must be able to demonstrate good interpersonal skills and the ability to work in a team environment
  • Must have the ability to convey project needs to the project managers and clients and to formulate those needs into comprehensive plans and specifications
  • Must demonstrate organizational skills and ability to work on multiple projects simultaneously.
  • Strong willingness to be a part of a global engineering company, and to work with teams in other SCI offices around the world
