About the position
The Division of Energy, Housing, and Community Resources (DEHCR) is seeking a Program and Policy Analyst at the Advanced level to serve as the Weatherization Policy Specialist for the Weatherization Assistance Program (WAP) under the Home Energy Plus umbrella. This role is crucial in supporting the various programs, including the Wisconsin Home Energy Assistance Program (WHEAP) and the Weatherization Assistance Program (WAP), which collectively manage an annual budget exceeding $210 million. The weatherization program aims to enhance the energy efficiency of homes occupied by low-income individuals, serving over 6000 households statewide through a network of 17 local non-profit and government agencies. The WHEAP assists over 210,000 households annually, providing heating and electric assistance, emergency support, and promoting energy efficiency and individual responsibility for energy bills. This position is located at the Department of Administration (DOA) building in downtown Madison, conveniently situated near public transport and various amenities. The role offers the possibility of remote work, subject to supervisor agreement, with the understanding that in-office presence may be required periodically based on operational needs. The Weatherization Policy Specialist will work under the supervision of the Weatherization Program and Policy Chief, focusing on policy enforcement, program design, and reporting requirements necessary for the effective implementation of the WAP. The specialist will engage in program management and coordination, ensuring compliance with federal regulations and communicating policy requirements to local agencies. This role involves developing federal plans and reports, utilizing sophisticated software for data analysis, and representing the Bureau in negotiations related to program delivery methodologies. The position also includes responsibilities for developing Requests for Proposals and conducting administrative reviews, making it a vital role in the successful operation of the Home Energy Plus programs.
Responsibilities
• Provide policy support for the weatherization program under the Home Energy Plus umbrella.

• Conduct program implementation, management, and coordination for the weatherization program.

• Support the development of federal plans and reports, including the Federal Grant Application and Department of Energy Quarterly report.

• Communicate and enforce policy requirements to local WAP agencies.

• Coordinate with the federal oversight office to ensure program compliance with laws and regulations.

• Utilize software to develop reports and queries related to the program.

• Represent the Bureau in the development and negotiation of delivery methodologies for Home Energy Plus Programs.

• Support the development of new models for program delivery between WHEAP and WAP.

• Coordinate policy changes with the Information Systems Business Automation Specialist and Energy Assistance Home Energy Plus Lead Program Analyst.

• Develop analytical data on the program and present findings.

• Create Requests for Proposals, Requests for Bids, and contracts for professional services.

• Conduct administrative and fiscal monitoring as needed.
