SUMMARY
Responsible for ensuring security of lottery operations and conducting investigations to enforce applicable state laws and regulations pertaining to the distribution and sale of Louisiana Lottery Corporation products. Monitors Lottery facilities.
ESSENTIAL DUTIES & RESPONSIBILITIES
Conducts investigations related to violations of the Louisiana Lottery Corporation Law or violation of the Louisiana Criminal Code. Investigations may be in response to complaints from the public related to sales or claims. May conduct general intelligence investigations or other internal investigations which may arise from allegations or complaints regarding Lottery employees or operations.
Collects evidence and coordinates investigations with appropriate law enforcement agencies (federal, state and local) and district attorney's offices. Gathers facts through interviews, surveillance, records, research, working with informants, and interviewing victims and witnesses. Verifies accuracy and uses results of investigation to use in subsequent actions. Performs any associated activities necessary to bring investigations to a logical conclusion.
Monitors physical facilities onsite, and through security cameras and computer systems.
Performs on-call duties for drawings.
Visits lottery retailers and regional offices throughout the state to collect materials and perform duties.
Provides security at Lottery events, such as, festivals, promotions, etc.
Conducts audits and studies pertaining to the control of lottery systems, products and procedures.
Assists in the development of compliance regulations to ensure the security of lottery documents, materials and equipment.
Prepares detailed, accurate and complete reports and case records.
Develops strategy on procedures required to conduct investigations and effectively uphold the laws and regulations related to lottery activities.
Performs other duties within the scope of job assignment as required or requested by supervisor.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Graduation from an accredited high school or possession of a high school equivalency certificate (GED); post- high school education is preferred. At least three years’ experience as a law enforcement officer, fraud investigator, or compliance investigator, must have knowledge of relevant laws; investigative experience involving gambling/gaming or retail operations is preferred. Ability to learn and use La Lottery database systems. Proficient in the use of Microsoft Office (Outlook, Word, and Excel) required.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write detailed, accurate and complete reports, case records, business correspondence, and procedure manuals. Effectively communicate information and respond to questions regarding lottery laws and regulations to employees, managers, retailers, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, & REGISTRATIONS
Must possess a valid driver's license. Preference may be given to applicants who have worked as a law enforcement officer, fraud investigator, or compliance investigator. Applicants with firearms training or P.O.S.T. Certification preferred. Documentation is required.

Employee must be in good physical condition. While performing the duties of this job, the employee may be required to stand, walk, run, bend, twist, or sit; use hands to finger, handle or feel; and talk and hear. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus. Employee regularly conducts field investigations outside of the office which may require distance driving.

The noise level in the office work environment is usually quiet; however, the noise level at Lottery events vary.
Employees are assigned to investigations and offsite Lottery events that may involve statewide travel, resulting in overnight stays. Assignments may require exposure to inclement weather.
