Payroll Clerk
FLSA Status: Non-Exempt
Job Status: Full Time/ hourly
Work Schedule: 40 hours/week
Position Summary: Under the direct supervision of the County Human Resources Director, the Payroll Clerk is responsible for the processing of the payroll for Ford County. This process includes employee and benefits data input, payments for payroll deductions, periodic reporting, and maintaining files.

Essential Function Statement(s)
Work within the electronic timekeeping system to process timesheets properly;
Total and enter manual timesheets into computer programs when required;
Process payroll biweekly;
Process deduction checks and reports biweekly;
Assist other County offices with month-end/year-end balancing;
Assist with Flexible Spending Account claims and payments;
Secondary signer for Kansas Public Employees Retirement System (KPERS);
Assist with employee new hire orientation and training;
Complete necessary reporting associated with payroll promptly;
Follow the record retention policy provided by the Kansas Historical Society for purging records and files.
Assist with pre-employment testing forms and appointments;
Assist with Workers’ Compensation claim reporting when requested;
Process and distribute W-2 and 1095 forms in a timely and accurate manner;
Provide payroll information to County Auditors during the annual audit;
Perform various support tasks for the Human Resources Director;
Answer telephone and takes messages, collect, open, and distribute inbound mail.
Maintain and update personnel records for all employees. Information maintained includes position information, employee benefit selection, training, and evaluations.
Possess working knowledge of benefit plans and payroll procedures;
Serve as assistant custodian of employee personnel files, training files, and medical files securely and confidentially;

Other related duties as necessary or required.

Pass a post-offer drug screen and general health assessment
SKILLS & ABILITIES
Experience: More than two years of secretarial/administrative assistant experience, including the use of multi-line telephone, word-processing, and related types of equipment. Payroll processing experience preferred.
Education: High School diploma or equivalent is required.
Skills: Strong grammar skills including the ability to proofread others’ writing. Successfully operate a personal computer; multi-line telephone; copy machine; calculator; and other related office machines. Good interpersonal communication skills, written communication skills, memory, and organizational skills.
Problem Solving: Problem-solving is a factor in this position. The ability to identify and correct the
source of errors and discrepancies in pay records and vendor invoices.
Decision Making: Decision-making is not a factor in this position. This position follows established processes and procedures.
Accountability: The employee is not responsible for budgetary control of the department. The employee is responsible for payroll records and reporting.
Supervision: Job assignments are occasionally reviewed by a supervisor. The employee does not have supervisory responsibility over subordinate personnel.
Personal Relations: Frequent contact with other county department supervisors, employees, and benefit vendors requiring the ability to communicate and relate positively and effectively.
Working Conditions: This is an office position working with public information as well as highly confidential information. Ability to set 1-1/2 to 2 hours without break. Ability to work extended hours when an emergency presents. Ability to maintain composure when receiving emotionally charged questions and concerns. Ability to lift and carry boxes of files and reports.
