IntroductionChief Information Officer#22-03- The Oklahoma Insurance Department has an opening in the IT division for a Chief Information Officer. The salary for this position will be commensurate based on education and experience. This position is open until filled.DEFINITIONThis is an executive level position with the primary responsibility of managing and overseeing the information technology (“IT”) needs of the Oklahoma Insurance Department (“OID”), including supervising, directing, planning and organizing staff activities and information services operations to meet the various business needs of OID, working with other agency managers and administrators to identify various requirements for computer operating systems, developing plans for the enhancement of current systems or development of new systems, directing staff activities in the completion of various projects, and preparing the IT Division’s budget. The Chief Information Officer (“CIO”) is a dedicated, business-oriented technology leader who can provide strategic leadership and management in the design and development of major technical initiatives supporting OID. The CIO will be able to converse about technical details with the supporting technical teams and provide executive level strategic, technical, and operating expertise and guidance to OID. The CIO will pay a critical role in the development of OID’s business and technology strategy, including, but not limited to, supporting customer acquisition and satisfaction, produce roadmap development, and infrastructure and platform development. DUTIES AND RESPONSIBILITIES:• Set technical vision and roadmap for OID. This includes maintaining knowledge of the system infrastructure, application portfolio, IT budget, security standards, regulatory requirements, and operational procedures.• Act as a single point of escalation for all IT related items, including IT strategy, budget, resources, and issue resolution.• Plan, manage, evaluate, implement, and control all OID’s information technology and computer systems.• Create and maintain timelines for development and deployment of technology services ensuring OID’s needs are met.• Design, develop, implement, and coordinate systems, policies, and procedures.• Research any new technologies that may potentially increase OID’s ability to effectively serve internal and external customers.• Ensure security of data, network access and backup systems.• Recruit, train, supervise, mentor, and coach team members to enhance their ability to perform job duties and facilitate their professional development. Communicate job expectations and appraise employee performance.• Respond to feedback from stakeholders/customers and use it to make improvements or adjustments to processes and/or technology. Identify any problematic issues and implement strategic solutions in timely manner.• Audit systems and monitor key performance indicators and metrics affecting OID. Engage technical team as needed to meet goals or address issues.• Coordinate with Operations Manager to deploy and implement a business continuity and disaster recovery plan.• Handle annual budget and ensure cost effectiveness.• Develop, maintain, verify, and evaluate existing records systems.• Assist in administering records management programs and equipment.• Assist with destruction or archiving of finished data/records.• Ensure that records are easily accessible when needed.• Providing training to staff on use of systems and technology.• Coordinate with Operations Manager on oversight of any technology contractors visiting OID.• Identify any IT purchasing needs and oversee contract negotiations with IT vendors, contractors, or other service providers in accordance with State purchasing laws.KNOWLEDGE, SKILLS AND ABILITIES:Required skills at this level include knowledge of computer operating systems and telecommunications networks; of design specifications for applications development; of systems development requirements and procedures; of data processing hardware and software functions, capabilities and interrelationships; of agency standards and procedures; of databases and security requirements; of documentation standards for information technology systems; and of supervisory principles and practices.  Candidate must also have the ability to direct the work of others; to plan and organize; to coordinate activities within and between work units; to assess and evaluate the operation and performance of computer systems; to communicate effectively; and to establish and maintain effective professional working relationships with others.
