Brief Position Overview
This position will be responsible for providing statewide leadership and coordination of the training component of the Montana Early Care and Education Career Development program. This position will be responsible for representing the ECP at regular meetings with partners in state government, community-based agencies, and statewide organizations with complete authority to speak for and act on behalf of the ECP to support collaborative partnerships to promote professional development in early care and education across the state. This position requires the ability to conceptualize and design innovative approaches to advancing early childhood career development in Montana as part of the national initiative to improve the early childhood workforce.

General Statement
The mission of the Early Childhood Project ( ECP ) which has been in operation since 1985, is to improve services to young children and families in Montana. The ECP is housed in the Department of Health and Human Development on the Montana State University - Bozeman campus in Herrick Hall. The ECP is funded through the state Department of Public Health and Human Services which administers the federal Child Care and Development Fund.
The project administers the Early Care and Education Career Development program for the state of Montana, working in partnership with state government, higher education, professional organizations, community-based, regional and national organizations and agencies that support high quality early care and education for all children.
The ECP provide a wide range of services to the early childhood community relative to professional development, training, program accreditation, career advancement, and school readiness. All components of the ECP's Career Development program serve early care and education practitioners and programs in all seven tribal nations. Approximately six percent of active Practitioner Registry participants are Native Americans. All tribal colleges are included in the Early Childhood Higher Education Consortium and articulation agreements exist between tribal colleges and some MSU and UM early childhood and elementary education programs.
Duties and Responsibilities
- Design, develop, and implement professional development opportunities and training to promote the Early Care and Education Career Development Program ( ECP ), the Knowledge Base content areas, and the Montana Early Learning Guidelines statewide and at regional and national conferences.
- Communicate both in writing and orally in a clear and effective manner with all state agencies, and state, regional and national partners.
- Conduct in-depth research and investigations on critical issues facing early care and education professional development, write reports and make recommendations to the advisory boards based upon the research, and develop and implement programs and policies to accompany new projects and programs at the ECP .
- Implement policies impacting work planning in ECP , and evaluate services outlined in our annual work plan and in accountability to our statewide advisory board and state funders.
- Establish and maintain effective relationships with early care and education practitioners, training sponsors, partner agency personnel, and state government funders.
- Answer questions about how the system works, provide career counseling, and problem solve.
- Design of training materials and curricula.
- Participate in long-term planning to improve the system of early care and education in the state of Montana and in the national arena.
Required Qualifications - Experience, Education, Knowledge & Skills
- A bachelor's degree in early childhood education/child development oran equivalent combination of relevant education and/or experience.
- Demonstrated experience and knowledge of the early care and education field as a coordinator, trainer, and or program manager.
- Demonstrated competence in and knowledge of adult learning principles and best practices, development and implementation of training in the Montana Early Care and Education Knowledge Base content areas and the Montana Early Learning Guidelines.
- Demonstrated ability interacting with a diverse constituency using excellent interpersonal communication skills, both written and oral.
- Demonstrated competence conducting in-depth research and investigations of critical issues facing early care and education professional development.
Preferred Qualifications - Experience, Education, Knowledge & Skills
- Masters degree in Early Childhood Education, Human Development, Child and Family Studies or related field.
- Be at least a level 4 on the Montana Career Path.
- Be well-versed in Montana's infrastructure that supports young children from birth to eight years of age and their families in all settings.

- Familiar with strategic planning processes.
- Experience working as part of a management team developing both short and long-term project goals.
